What's Mumble?

Mumble is a free, open source, secure, low latency, high quality voice chat application.
It's just like the voice chat in FaceTime, Discord, Signal, What's App, Skype, or TeamSpeak, or Ventrillo, or whatever crap you think is cool. The only difference is that it doesn't suck, because opposed to all of the aforementioned it's free, open source, and aims for very low latency and very high voice quality - in fact, it was the first voice chat application to incorporate the fantastic Opus audio codec, which has since become the standard for pretty much all voice chat applications.
